The Company offers a full portfolio of general contracting-related services to commercial clients, with a special focus on healthcare, life science, higher education, assisted living, and commercial tenant improvement projects. Founded by seasoned industry professionals, Whaley Construction’s management team has been providing hospitals, healthcare facilities, and more, with highly specialized, leading edge construction services that they require and demand. Whaley Construction listens to each client’s needs and understands the challenges faced with every expansion, renovation, or new project. The management team has a robust track record of success and reputation in completing highly complex healthcare, life science, higher education, assisted living, and hospitality construction projects, among others. SERVICES WE OFFER
General Construction / Management Services
With efficiency and collaboration, WCI provides clients a firm, fixed price to complete the construction in accordance with the pre-planning stage that includes project supervision, scheduling, management of overall costs, change orders, quality control, and safety compliance. WCI works closely with the client so that they can have total transparency into costs
Design-Build
Our design-build services create a single point of responsibility for design and construction, reducing overall build time by streamlining communication and eliminating the gap between the legal standards for construction and architectural documentation, which can lead to litigation between those parties and the owner.
Pre-Construction / Pre-Planning
WCI works with clients to develop sufficient strategic information so that it can address risks and make decisions to commit resources. This stage includes actively participating in design meetings, cost option studies, progress constructability reviews, scheduling, and estimates, as well as defining scope of work for each trade and negotiate each subcontract to ensure all scopes of work are covered.

Our team implements the three phases of “Quality Control”, the Preparatory Phase (pre-construction), the Initial Phase (during construction), and Follow-up Phase (at project close-out/turnover) to assure that it meets or exceeds the expectations of our clients.

COST CONTROL
Our team implements the triple constraint principal for cost control. This is the relationship between the cost, the schedule, and the scope of the project. Cost is managed and controlled by these three constraints which are used from the estimating/preconstruction phase, as well as during the construction phase in order to keep the project on budget and on time. Controlling costs is integral for a successful project delivery to our clients.
RISK MANAGMENT
Our team is very knowledgeable in risk management which is the process to identify, analyze, evaluate, and monitor any loss exposure to our projects. In our industry the risk management starts from the very beginning in preconstruction (setting up budge and schedule) through construction (maintaining budget, schedule, performance of subcontractors/vendors, change orders etc.) so the final product (project) is delivered on time and on budget.

Keith Whaley
Keith Whaley is a highly established construction professional with over 40 years of experience in the industry. Keith's experience ranges from managing large-scale construction projects for well-respected construction companies in the San Diego region, to owners' representation for complex seismic retrofit projects in the healthcare sector, to executive roles in the industry including the development and growth of a local construction company in San Diego. He is well-known for his ability to see the big picture and communicate the details - both conceptually and in documented form. Keith has demonstrated success in leading project teams through the technical aspects of construction, while maintaining the quality of work expected by the client.
In 2014, he founded KM Consulting, a full-service consulting group offering client representation to include: project planning, project management, scheduling, logistics, estimating/budgeting, controls, quality control, value management, contractibility assessment, contract administration, staff augmentation, equipment planning/coordination, dispute resolution, and risk management.
Jose Garcia
Jose Garcia has over 45 years of experience in the construction industry, primarily within the Southern California market. Jose's strong suit is working closely with owners, sub-trades, and the entire project team to ensure all project goals for schedule, cost, and quality are achieved. With the experience to recognize issues before they occur. When the need to review and negotiate owner contracts is necessary, Jose is known for his approach to ensuring compliance and consistency with the project’s risk management plan.
Jose excels at managing all phases of construction projects including project value analyses, cost options studies, cost estimating, and scheduling, as well as supervising the overall project, managing the project schedule with the construction team, managing the overall costs, change orders, quality control, and safety compliance. Jose's primary objective on all projects is to ensure the overall performance of the project team meets the owner's expectations and the project objectives.
